Access to reach Lake Toba includes land, air and sea routes. Land access is connected to the tourism supporting road network (Tourism Relevant Road) which includes external and internal road access. Tourism supporting external road access is the network of roads leading to and from Lake Toba Destinations, while the internal access road supporting tourism is

Road network that connects the internal Lake Toba Destinations. Land transportation routes in the external road network to reach Lake Toba are:
a. Medan – Tebing Tinggi – Pematang Siantar - Parapat
b. Kutacane (Province of Nangroe Aceh Darussalam) - Kabanjahe - Tongging
c. Kutacane (Province of Nangroe Aceh Darussalam) - Sidikalang – Pangururan
d. Rantau Prapat - Kisaran - Tebing Tinggi - Pematang Siantar – Parapat
e. Rantau Prapat – Balige
f. Sibolga - Tarutung – Balige
For air transportation routes, Lake Toba can be reached via Kualanamu Airport and Silangit Airport. Kualanamu Airport offers direct access to about twenty other destinations in Indonesia, specifically from the provincial capitals in Sumatra (Palembang, Padang, Jambi, Pekanbaru and Banda Aceh), and major cities in Java (Jakarta, Bandung, Yogyakarta and Surabaya) . Visitors from these cities need travel time from one to three hours of flight, followed by four to eight hours by road to reach their destination on Lake Toba. While Silangit Airport offers shorter travel time via land compared to Kualanamu Airport with fewer flight routes.
For tourists who access Lake Toba using sea transportation will be facilitated through the Port of Belawan and the Port of Kuala Tanjung. Both of these ports accept cruise ships with travel time to Lake Toba which is almost the same as travel time from Kualanamu Airport.

To support the better internal accessibility of the Lake Toba region, the Ministry of Transportation through the Directorate General of Land Transportation is carrying out revitalization of 12 ports around Lake Toba that are managed by the government, namely: Three Race, Ajibata, Balige, Muara, Marbun Toruan, Silalahi, Tongging, Sipinggan Nainggolan , Onanrungu, Ambarita, Simanindo and Porsea. This effort is expected to strengthen the lake transportation system to support lake transportation needs until 2038 (Source: Port Master Plan, Detailed Engineering Design and Feasibility Study for 12 ports on Lake Toba). Seven ports have been renovated, and by the end of 2020 it is hoped that all ports have been completely renovated. Outside these 12 ports, there are three Ro-Ro owned by the public (private) that serve vehicle transportation on Lake Toba, namely: Tomok Sumbersari, Sibandang, and Muara Putih.

The widening of the channel and the construction of the Tano Ponggol bridge are expected to strengthen the land and lake transportation system. The shipyard development plan in Porsea to serve the repair and maintenance of all ships operating on Lake Toba is expected to improve the safety of lake transportation followed by the improvement of the navigation system and the development of its human resources. In line with the development of KTA on Lake Toba, some additional routes that can be added in the future are as follows.
