FREE - Implementation of Tourism HR Competency Certification

The Minister of Tourism and Creative Economy/Head of the Tourism and Creative Economy Agency Sandiaga Salahuddin Uno has kicked off the Certification of Tourism Human Resources and Competency-Based Standards which was held on Friday, September 2, 2022 at ASTON Kartika Grogol Hotel & Conference Center Jakarta. These two programs are the flagship programs of the Deputy for Resources and Institutions that use PHLN (Foreign Grants) Funds from the World Bank.

This activity is part of various Kemenparekraf programs aimed at Accelerating Recovery and Increasing Productivity of the Creative Economy Sector through Upskilling (increasing competence), Reskilling (strengthening competencies), and New Skilling (adding new competencies). This is expected to be able to create job opportunities and business opportunities for competent and sustainable Tourism and Creative Economy human resources. This program is also a form of implementing the main strategy of the Ministry of Tourism and Creative Economy, namely Innovation, Adaptation, and Collaboration. Therefore, the Ministry of Tourism and Creative Economy in collaboration with the World Bank implements the Integrated and Sustainable Tourism Development Program (P3TB) or the Indonesia Tourism Development Project (ITDP) using PHLN funds. Menparekraf believes that the Tourism and Creative Economy sector has the potential to absorb a lot of workers and create the widest possible employment opportunities.

This program is one part of a series of Tourism HR Competency Development and Recognition Programs, which aims to ensure the sustainability of the supply of skilled labor for the tourism sector, with proof of competence in the form of a competency certificate issued by the BNSP (National Professional Certification Agency) in Region 6 DPP ( Priority Tourism Destinations). It is hoped that this release will be able to disseminate information related to activities to encourage the community/tourism human resources to participate more actively in the series of programs.

The Certification of Tourism Human Resources aims to:
a. Facilitating prospective workers/tourism workers to obtain competency certificates through a competency test by a BNSP accredited LSP (Professional Certification Institute);
b. Facilitating collaboration between LSPs and the tourism industry in order to meet the needs of competency-certified workers; and
c. Accelerate the tourism industry's recognition of a certified tourism workforce.
d. Ensure increased participation of women in competency certification programs.

The implementation of the Tourism HR Competency Certification is carried out together with LSP P3 which has passed the proposal verification and the quota is set by the Directorate of Competency Standardization. This activity is carried out from September to December 2022 in 6 DPPs that have been determined. The 6 DPP locations are Lake Toba (North Sumatra), Wakatobi (Sultra), Labuan Bajo (NTT), Lombok (NTB), Borobudur-Yogya-Prambanan (Yogya & Central Java), and Bromo-Tengger-Semeru (East Java). The target of this activity itself is workers in the tourism sector, as well as prospective tourism workers in the fields of hotels and restaurants, spas, tour guides, and travel agencies. The target of the Certification Program in 2022 is 18,000 people, while in 2023 there are 27,000 people. In total there are 45,000 people. The details for 2022 are as follows:
a. Lake Toba 2,700 people
b. Lombok 2,700 people
c. BYP 4,500 people
d. BTS 3,600 people
e. Wakatobi 1,800 people
f. Labuan Bajo 2,700 people

While the details for 2023 are as follows:
a. Lake Toba 3,750 people
b. Lombok 4,750 people
c. BYP 6,250 people
d. BTS 8,000 people
e. Wakatobi 2,500 people
f. Labuan Bajo 3,750 people
