Component 3

Component-3: Improving Conducive Business Atmosphere for Private Investment in Tourism Sector

Component-3 will be managed by Deputy Industrial and Institutional Development Ministry of Tourism to improve the participation of community and local business in economic activities in tourism sector. The main results expected from component-3 are:

  1. Guaranteed sustainability of skilled workers for tourism sector;
  2. Support for local companies to utilize economic opportunities in tourism sector that relies more on digital technology;
  3. Enhancement of service quality standards from local tourism service providers; and
  4. Enhancement of local community’s involvement and awareness (Sadar Wisata-Tourism Awareness) in development of tourism sector in their area.

Component-3 activities, in the view of guaranteed sustainability of skilled workers for tourism sector, encompass:

  1. The development of tourism Competency Based Training – CBT that covers the standards of competence, qualification framework and curriculum package, include the implementation of government consultancy with tourism industry (private sector);
  2. Training for trainers, tutor/teacher and assessor to improve better CBT process and development of related guidance material;
  3. Technical assistance delivery for Technical and Vocational Education and Training – TVET to synchronize with private sector’s demand including supply of equipment needed by TVET;
  4. Certification of training participants and workers in tourism, including consulting service for the development of sustainable up-skilling program for tourism workers; and
  5. Implementation of tourism skill development forum twice a year in each target location.

Component-3 activities, in the view of support for local companies to utilize economic opportunities in tourism sector that relies more on digital technology, cover; (i) collaboration with travel sites managing companies to identify the companies that are currently not linked and/or inactive in online marketing system; and (ii) holding series of workshop to improve local tourism companies’ capacity and involvement to market their services online. The activities are undertaken for them to be more competitive and optimizing online market opportunities.

Component-3 activities, in the view of Enhancement of service quality standards from local tourism service providers, cover:

  1. Training for local tourism services providers to grab online market opportunities through enhancement of visibility of their company profile on both travel company website and their respective website.
  2. Improvement of service standard of local tourism service providers.

Component-3 activities, in the view of enhancement of local community’s involvement and awareness (Sadar Wisata-Tourism Awareness) in development of tourism sector in their area, cover:

  1. Promotion of Sadar Wisata program Ministry of Tourism;
  2. Revitalization of Sadar Wisata program, by considering international experiences to take more focus at community empowerment in tourism development, for instance, in decision making process related to economic and social benefits; and
  3. Public satisfaction survey on the tourism benefit in social, cultural, economic and environmental conditions change. The results will be used as feedback in planning and budgeting process for future program.

In increasing local community and business participation in tourism sector, gender equality aspect should be taken into attention, especially in activities such as workers’ certification and community empowerment activities. As part of social inclusion, disabled people shall also take part actively in Component-3 activities.
