Component-1: Improving Institutional Capacity to Facilitate Integrated and Sustainable Tourism Development

The main purpose of Component-1 is to support institutional strengthening at both central and regional levels in synchronizing P3TB planning and implementation. Component-1 is also intended to support enhancement of stakeholders’ involvement including private sector and local community in tourism development. Component-1 is also expected to be able to maintain natural preservation and cultural diversity at destination. In more detail, Component 1 activities include:

  1. Compilation of Integrated Tourism Master Plans (ITMP) or Rencana Induk Pariwisata Terpadu (RIPT) in 3 (three) selected tourism destinations, including derivative sectoral master plan, institutional strengthening and it’s capacity in integrated tourism destination planning, and protection and management of World Heritage Sites, and/or Global Geopark and Biosphere Reserve. RIPT preparation is the responsibility of Regional Infrastructure Development Agency or Badan Pengembangan Infrastruktur Wilayah (BPIW), Ministry of Public Work and Housing (PUPR). Each RIPT covers development plans for overall tourism destination (with a planning period of 25 years) and detailed development plan (with planning period of 5 years) for each existing key tourism areas or the new ones to be developed. RIPT will synchronize national tourism development plans and regional tourism development plan that are based on economic demand and analysis studies at each selected tourism destination area. RIPT will be composed through participative process that involve intensive and inclusive consultancy with all stakeholders, especially with K/L, local governments, private sector, and local community. RIPT will be the basis of developments of tourism facilities, supporting infrastructures and the activities of other components in the view of: (i) responding environmental, social and cultural opportunities and obstructions of the tourism destinations; and (ii) avoiding the damages of natural resources and cultural diversity.
    Program Management Support (PMS), constitutes a consulting service that will provide managerial supports of the program to BPIW as the executing agency and related K/L. PMS is responsible in supporting the planning, budgeting, quality controlling, supervising, monitoring, reporting, and coordinating the P3TB implementation. PMS teams that are assigned in respective selected destination will provide the support for local government in program management and facilitate Tourism Destination Work Group (Pokja) in provincial and district/city levels.

  2. Support on the monitoring and preservation of the assets of natural, cultural and social resources, including the establishment and/or strengthening of Sustainable Tourism Observatories (STO) institution as a part of United Nation World Tourism Organization (UNWTO), International Network of Sustainable Tourism Observatories (INSTO) and/or Wonderful Indonesia Sustainable Tourism Observatories (WINSTO) network that are managed by Deputy of Tourism Destination Development in Ministry of Tourism. The institutions will monitor sustainable tourism indicators in the 3 (three) selected tourism destination and specifically in key tourism areas. The results will be reported to Minister of Tourism and Technical Team, Provincial Tourism Destination Work Group and district/city Tourism Destination Work Group (refer to Decree (SK) of Minister of Bappenas Number Kep. 86/M.PPN/HK/06/2018) as the Program Coordinating Team and to Regional Government. In relation to P3TB, currently based on the Decree of Minister of Tourism Number KM.73/PW.001/MP/2016, Center for Monitoring for Sustainable Tourism Observatories, which is related to,  is stipulated to be at Universitas Gadjah Mada, Universitas Mataram, and Universitas Sumatera Utara. 

with the following tasks:

  1. To undertake the activities of increasing awareness, establishing supporting systems and local work groups in sustainable tourism;
  2. To undertake assessment, monitoring, coaching and assistance on the application of standards, indicators and criteria of sustainable tourism;
  3. To implement activity program based on strategic issue of sustainable tourism by involving stakeholders as follow up for research outcomes that support the development of sustainable tourism destination;
  4. To undertake improvement of the qualities of human resource and research in tourism of respective work area;
  5. To undertake dissemination and distribution of sustainable tourism application methods at both national and international levels; and
  6. To provide report and recommendation on the results of periodical assessment and monitoring to Ministry of Tourism and Regional Government.
